Performance of local development programs

The concepts of governance and performance have been the cornerstone of any territorial development process for several decades. The emergence of new development approaches, following the shortcomings of the models that dominated until the eighties, has created fertile ground for the widespread adoption of these concepts. Governance has become a critical lens for evaluating the performance of public policies.

In Morocco, a number of indicators suggest that the persistence of territorial disparities constitutes a real development challenge, requiring a strengthening of human development policies and programs, but above all the search for their relevance, effectiveness and efficiency, through good territorial governance. This article aims to examine the extent to which territorial governance enhances performance in the implementation of local development programs, projects and actions [PPAs] in Morocco.

The empirical analysis is based on data from a survey carried out by the National Observatory for Human Development [ONDH] on a sample of 382 human development programs, projects and actions in ten (10) regions. The econometric modelling exercise, based on a principal component analysis (PCA) and logistic regression, seeks to to quantify the relationship between performance and key governance dimensions: participation, managerial capacity and convergence.

The findings reveal a significant correlation between PPA performance and the dimension of "participation” and "managerial capacity”. On the other hand, no significant relationship was observed between PPA performance and the "convergence” component. This result, which is not aligned with theoretical expectations, may be attributed to the choice of the variable used as a proxy for performance. The relationship between governance and performance could be better understood by incorporating into the econometric configuration all dimensions of performance, including the relevance, effectiveness, efficiency and sustainability of PPPs.
